Tenders Are Invited for Rehabilitation Works of Agricultural Tracks (in the Regions of Bafata and Gabu), Divided Into Two (02) Lots)
the Government of the Republic of Guinea-bissau Has Received Funding From the African Development Bank (adb), Hereinafter Referred to as the Bank, to Finance the Support Project for Value Chains and Agricultural and Rural Entrepreneurship (pacvear), and Intends to Use Part of This Loan to Make Payments Under the Contracts Titled Rehabilitation Works of Agricultural Tracks in the Regions of Bafata and Gabu, Divided Into Two (02) Lots.
The procedure will be conducted through open international competition using an
Open Invitation to Tender (OITT) as defined in the Bank's Procurement Framework of October 2015, and open to all Bidders from eligible countries as defined in the Procurement Framework.
6. Interested and eligible Bidders may obtain information from the

mentioned below during working hours: from 8:30 a.m. to 3:30 p.m.
7. The French-language Tender Documents may be purchased by any interested Bidder by submitting a written request to the address below against a non-refundable payment of 75,000 XOF (seventy-five thousand CFA francs) or in a freely convertible currency. Payment may be made by cash or bank transfer.
The Tender Documents will be sent by airmail for international destinations and/or delivered locally.
8. Bids must be submitted to the address below no later than 10:00 a.m. (local time) on May 15, 2026. Electronic submissions will not be accepted. Late bids will not be considered. Bids will be opened
in the presence of bidders' representatives and other attendees at the address
mentioned below on May 15, 2026, at 10:30 a.m. (local time).
9. Bids must be accompanied by a Bid Security in the amount of:
Lot 1: Development of 13.73 km of production tracks in the Bafata region - 13,500,000 XOF
Lot 2: Development of 5.4 km of production tracks in the Gabu region - 4,500,000 XOF
If a lot is awarded, a bank guarantee will be required upon signing the contract as a performance bond.
10. Bidder Qualification Requirements:
• Financial Status (balance sheets for the last five years: 2024, 2023, 2022, 2021, and 2020, certified by a chartered accountant);
• Average annual construction turnover for the last five (5) years (2024, 2023, 2022, 2021, and 2020):
o Lot 1: 600,000,000 CFA francs
o Lot 2: 200,000,000 CFA francs
• Financing Capacity:
o Lot 1: 135,000,000 CFA francs
o Lot 2: 50,000,000 CFA francs |
