Tenders Are Invited for Development Work of 259 Hectares in Partial Water Management of the Rice-growing Perimeters of Paiama (46ha), Fadjonquito (61ha), Cufeu2 (51ha), Djinicon (36ha), and Udjequi (65ha) in the Republic of Guinea-bissau.
. For this Contract, the Borrower will make payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines for Investment Project Financing.

The Project to Support Value Chains and Agricultural and Rural Entrepreneurship (PACVEAR) is soliciting sealed bids from eligible and qualified bidders to carry out the development works on 259 hectares of partially irrigated rice-growing areas in Paiama (46 ha), Fadjonquito (61 ha), Cufeu2 (51 ha), Djinicon (36 ha), and Udjequi (65 ha) in the Republic of Guinea-Bissau, divided into two (2) lots:
- Lot 1: Development works with partial irrigated rice-growing areas in Paiama (46 ha) and Fadjonquito (61 ha), in the Bafata and Gabu regions of the Republic of Guinea-Bissau
- Lot 2: Development works with partial irrigated rice-growing areas Cufeu2 (51 ha), Djinicon (36 ha), and Udjequi (65 ha) in the OIO region of the Republic of Guinea-Bissau
- A single bidder may submit a bid for all lots. To be awarded both lots, the bidder must cumulatively meet all the criteria set out in the tender documents. Specifically regarding key personnel and equipment, the bidder must propose different personnel and equipment for each lot.
- The duration of the work per lot is eight (8) months. This period is not cumulative if both lots are awarded to the same bidder.
3. The procedure will be conducted through open international competition using an Open Request for Proposals (ORP) as defined in the Bank's Procurement Framework of October 2015, and open to all Bidders from eligible countries as defined in the Procurement Framework.
4. No margin of preference will be granted.

6. The French-language Tender Documents may be purchased by any interested Bidder by submitting a written request to the address below upon payment of a non-refundable fee of Fifty Thousand (50,000) CFA Francs or in a freely convertible currency. Payment may be made by cash or bank transfer.
7. Bids must be submitted to the address below no later than May 19, 2026, at 10:00 a.m.
Electronic submission of bids will not be permitted. Late bids will not be accepted. Bids will be opened in the presence of the Bidders' representatives and other attendees at the address below on May 19, 2026, at 10:30 a.m.
8. Bids must be accompanied by a bid security in the amount of:
? Lot 1: Six Million Five Hundred Thousand (6,500,000) CFA Francs
? Lot 2: Nine Million (9,000,000) CFA Francs
Upon signing the contract, a bank guarantee will be required as a performance guarantee.
9. The tender requirements regarding qualifications are as follows:
- Annual turnover of:
o Lot 1: Five Hundred Million (500,000,000) FCFA
o Lot 2: Eight Hundred Million (800,000,000) FCFA
- Financial statements acceptable to the Contracting Authority for the last five (5) years (2024, 2023, 2022, 2021, and 2020)
- Proof of financial capacity in the amount of:
o Lot 1: One Hundred and Forty Million (140,000,000) FCFA
o Lot 2: Two Hundred and Twenty Million (220,000,000) FCFA
the Government of the Republic of Guinea-bissau Has Received Funding From the African Development Bank (adb), Hereinafter Referred to as the Bank, to Finance the Support Project for Value Chains and Agricultural and Rural Entrepreneurship (pacvear), and Intends to Use Part of This Loan to Make Payments Under the Contract for the Development Works of 259ha in Partial Water Control of the Rice Perimeters of Paiama (46ha), Fadjonquito (61ha), Cufeu2 (51ha), Djinincon (36ha), and Udjequi (65ha) in the Republic of Guinea-bissau. for This Contract, the Borrower Will Make Payments Using the Direct Payment Disbursement Method, as Defined in the Bank's Guidelines Applicable to Disbursements Under Investment Project Financing. |
